The below response was received with regards to a medicinal cannabis cultivation license in South Africa inquiry made to the Medicines Control Council (MCC) via a cannabis activist:
“Thank you for this enquiry.
Kindly be informed that the Medicines Control Council (MCC) is currently developing a framework for growing medical cannabis that will soon go out for public comment. In addition the amendment Act to the Medicines and Related Substances Act, (Act 14 of 2015) will soon be promulgated to create the legal framework for the MCC to issue a license to manufacturers of Scheduled substances and thus for growing medical cannabis.
Once both of these are in place the public will be able to apply for a permit to grow cannabis for medicinal use.
So, although not currently available we are hopeful that the mechanism for permit application will be in place later this year.
